This site is hosted in Oracle Cloud Infrastructure which is a free service for personal use. This site has 3 availability domains, so in case 1 AD goes down the other 2 AD will be able to serve the site.
The testing site for Covid-19 is built using the Jenkins (link above) and the source code can be found under Github
